Never, ever try to run two suction pumps on the same product line. It just doesn't work. Your best solution now is the install vertical check valves under each pump. This will prevent one pump from stealing product from the other and should stop any backpressure from blowing fuel out of the air eliminator.
I don't know who did your installation, but you may have some other issues to deal with here. I order to comply with Federal and State laws concerning line leak detection, it is recommended that only vertical check valves be installed in suction piping. These valves should be installed directly under the pump. Any foot valves or angle check valves located at the tank should be removed. This allows product to run back to the tank should the line fail, thus reducing the risk of contamination to the environment. Every thing I have stated here applies to underground storage tanks.
If your tanks are above ground then I would assume you have pressure-regulating valves under the pumps since your air eliminators are still open. In such cases, make sure there are no check valves located behind the pressure-regulating valve. You can install a check valve between the pressure regulating valve and the pump. You should also have an electric solenoid valve installed at the above ground tank that will allow for pressure relief.
Your best bet is to contact a local PEI member company. They will know how to make the installation function safely and make sure that you are in compliance with the regulations.
