air eliminator

what is the proper way to insatll the air eliminator on a Gasboy9853 suction pump with a pressure regulating valve so that product does not leak under the pump from either of these valves? Do I tie both valves together with copper tubing to eliminate this problem on an aboveground tank installation? Please forward any instructions you might have.
