Ruth,
I am glad you found us! I hope to make this site a reliable source of information for everybody to benifit from.
Your's is a very good question! Yes, ball float vent valves should never be used with suction systems. Suction pumps have air-eleminators that are vented to atmosphere, this allows air traped in the product to be removed before the product reaches the meter. If a transport makes a vapor-tight connection (as required for Stage 1 vapor recovery) when a overfill condition occurs and the ball float closes off the vent piping then product can be forced up the suction piping, overcomming the float in the pumping unit and releasing product out the vent on the air-eleminator.
I always install a positive shut-off device such as the EBW 708 series AutoLimiter on suction systems. This is a float valve type device that is installed in the drop tube and stops the flow of product at the source.
I hope this answers your question and please feel free to contact us again, The Tech Support Forum is here for all of us.
